The Grid Featured in ACT’s First Global TDM Impact Report
128 Business Council is honored to appear in the Association for Commuter Transportation’s inaugural Global TDM Impact Report, published digitally and in print earlier this year. Our cooperative shuttle network, The Grid, appears in the report’s “Mode Shift” section. We’re grateful to ACT for highlighting our work in this first-of-its-kind publication.
What is ACT?
The Association for Commuter Transportation (ACT) is the premier international association for Transportation Demand Management (TDM) professionals. Its members work across public, private, and nonprofit sectors to reduce single-occupancy vehicle trips and expand access to sustainable, affordable transportation options.

ACT’s Global TDM Impact Report offers a year-in-review look at how TDM programs improve access and reduce congestion in communities, workplaces, and campuses around the world. By documenting what works in many different settings, the report validates the kinds of investments our member companies make in The Grid and similar services.
What the Report Says about The Grid

In ACT’s profile of 128 Business Council, “The Grid’s Momentum: Driving Growth Beyond 2024,” ACT highlights how close coordination with our member organizations, on-site outreach, and strong digital wayfinding help riders navigate our system with confidence. Our unified, ADA-accessible fleet connects more than 50 stops with almost 100 daily departures.
The report also underscores how service quality and frequency drive ridership growth, noting that “the most significant driver of 2024 ridership growth was undoubtedly our dedication to delivering the highest quality, highest frequency shuttle service possible.” In October 2024 alone, The Grid provided 14,375 rides—a 19% increase over October 2023. From November 2023 through October 2024, The Grid provided 143,230 rides.
